nameserver on another domain

How do I make a secondary nameserver for my domain coastal-computer-solutions.com? the secondary I want to use is dotwebservices.com do I just create a new zone for dotwebservices.com and create an A record and then link it with a cname? I thought that I would just create an A record in coastal-computer-solutions.com for dotwebservices but it will not let me make the .com at the end. I am running a windows 2000 advanced server. If anyone know of some good tutorials please let me know.
