Then you got a phone that is used outside of the USA. There is probably no english on the phone. Only universal phone symbols. Send it back to who ever you bought it from. That phone would be considered "grey market".
The phone was working allright. I brought a working phone from another desk and it display the same message, but when I returned the phone back to its original, and were it was working, this phone keep on displaying the same message also.
Try busy/releasing the handset
I've had this before and had to return the handsets to Avaya
In the doc below it tells you to press the transfer button while on hook to test that handset, think this just tests the LEDs and displaym but it's worth a go
