My graphic images in drawing are really not transparent

When I move a graphic object around the page in the drawing program, it is surrounded by a white background that is inside the handles. That white background blocks out other graphic objects when passong over them, hence it is not really transparent. This does not happen with images brought in from the Apple library, only ones that I have cropped from other places. I save them in the .gif mode which I thought made them transparent. If I use these images in another program (i.e.Frontpage) the images are truly transparent. How can I make them transparent?
