When the MAS is rebooted, doe the system go out and refresh MWI lights..?

it should but you don't need to reboot it to make it do a refresh

Ken, how long does it normaly take to refresh about 1600 users..?
Depends on what kind of integration you are using. If you have T-1 / E-1 5 minutes or so SIP would be about the same but if you have set emulation about 5 or 6 hours. RS 232 about the 27 minutes.
It also depends on how may MAS's you have and if they are all able to set MWI.
