multple domains

I have two domains on our network, a production domain and one for developers. Both have seperate dns server (though they're on the same network). We have a production server on the main domain and I need to create another server, with the same name on the development domain. When I try to give it the same name it says there's a duplicate name on the network. I have no forwarding set on the production domain and no zone transfers. The production domain is a seperate forest...for some reason I can ping everything from either domain by name...even though NSLOOKUP fails to find the names. Am i doing something wrong...and is this even possible?

Any help would be appreciated.

yea seperate subnets is what I'm going to have to do...I was just hoping to keep them on the same subnet till we get our 6500 and put them on their own vlan.
