Multiple users can open files in Excel 2002

We have many files on our network that are maintained by multiple users. We have always gotten a warning message when one person tried to open a spreadsheet that someone else already had open. Since we have been upgrading the PCs to Windows XP and Excel 2002, we are not getting the message. It appears that this happens when the file is created or saved in 2002. It does not happen with files created in Excel 97. I have looked on the microsoft web site but have been unable to find any reference to that problem. Any ideas what could be the problem?
 
Not sure what the issue is but it's not a built in "feature" of excel XP. We are on XP here and the warning messages work.....Would suggest either the install is not working properly or the OS has not beenproperly configured......is it excel files only ?

It appears to be only Excel files. I have found the same situation with Excel 2000. I can create a new file in 2000 and save it (but keep it open), then go to another PC (Excel 97, Windows 98), and I can open it with no message.
 
What happens when you try to save the file (individually or at the same time). Are the files shared workbooks?

No, they are not shared.
When I try to save the file, I get the message: Save not completed. File rename failed. Retry?
That is with a plain old Save, not a Save As. When I press Cancel, it tells me it has saved the file under another name. (This is with Excel 97; the file was created and is open in Excel 2000).
