How can I use 1 gif of a US map, but have it so folks can click on states to go that states?

Thanks..I did that...ut I am having one problem...I'm using a DHTML effect (swap Picture) on my gifs. When I hover over two of them behave correctly meaning the effect only happens when I mouse over the hot spot....BUT on one gif...I get the effect as soon as I mouse over the gif itself and the hot spot is inches away!!!???
