Multiple NIC in standby setup

I have two nic cards(public and private) in both primary and standby server running oracle 9i. Because there is a need to access database through private connection, so I have both addresses in listener.ora and tnsnames.ora. However primary server always use private network to talk with standby server and cause connection failed because both servers can see each other via public network only. Is it anything wrong in my listener.ora or ????
