I have created an installation script for Win98 SE, but the install always stops at the Accept license agreement and the product code screen. Anyone have any ideas why? I have the ShowEULA=0 set, but still no joy.

An OEM CD does not have the ability(by design) to bypass the Product Key entry.....though the OPK (Oem Production Kit) may. I have seen an MS article containing this issue.
to truly make installs automated, at the minimum, you may need to get an oem license from MS.
search tek-tips archives for "OPK" in the Text (this forum) - may find previous threads I know exist
