msadox.dll error URGENT!

i'm trying to install my application made by using Package and deployment wizard

Its a Windows 98 PC... completely fresh with no software on it (just windows 98 standard)

I get the error when trying to install my application:
'An error occured while registering the file msadox.dll'

Ive added the Microsoft Access Driver under ODBC Data Source but still the same error!



Why is it not installing and running?


the program simply connects to an access db on the same drive.
