Can microsoft SQL data tables be developed on a pc and later moved to the server? Would XP profesional handle this?

Yes it can. I've got SQL 7 on my laptop and SQL 2000 on Windows 2000 server, when I'd finished the development on the laptop I ran the master script on the 2000 box then used the Import / Export data within 2000 system to import the data. As long as the server and work station are on the lan you can connect the servers and get at the data.
