MS Backup (win 98) restores empty folders in directory, but no files

I have a 121 Mb backup file (*.qic format) which I can't restore. The original files are gone. The backup was done with "verify" and "compress" options selected.

When I attempt to restore the backup file with msbackup.exe, it creates the original directory structure but none of the files. Have I merely done something stupid (like trusting MS!!) or is there a simple recovery procedure i'm not aware of?

I have already downloaded and tried the "Backup my PC" programme someone recommended and got the same result (empty folders).
 
Is this the original system on which the backup was created?

No. I made the backup before upgrading Win98/SE to XP, at which time I also upgraded my central processor to Celeron 700 and increased memory.

I have since tried reinstalling win98/SE on my (upgraded) machine (same result), also tried restoring on other machines I have access to with win98/SE (same result).

Some people I've mentioned this problem to can recall having had the same problem in the past - and recovered from it - but can't remember how they did it. Tantalizing, but most frustrating. I really don't want to have to rewrite my 500 page book!!!
