Moving user license to new server?

I have a Citrix MetaFrame server with 25 user license. I also have a newer Ctrix server that has 25 user licenses. I am in the process of installing a Citrix Server with 50 user licenses. I want to move the 25 user licenses from the older server to the newer one and load balance it with the new one. I tried to add the license but the 2nd server saw it as a base license and would not accept it. How can I get the 15 user licenses tried to the base install onto the newer server?
 
Asuming Citrix XP here.

A citrix server has a base license, and connection licenses.
The base license can be installed, on as mutch servers as you like within the same farm.
The connection licenses can be pooled over the farm.

How about setting up a farm, instead of reinstalling citrix from scratch; thus creating a farm for each server.

Well, it's actually 1.8 and not XP. The computer that I want to take out of the group is an older server that I could use else where. The server I want the licenses on is a dual 1+ Ghz with over a Gig of Ram. It is only running 25 users’ licenses, although only 12-15 are used. I want to have 2 servers with 50 user licenses a piece in a farm. In addition, the server that I want to remove is not rack mountable and would like to get it out of the way.
