Moving from NT4 to Win2003 server

Is it a lot of work to move from a network with a NT server and Win98 workstations and upgrade the PDC to Win2003? Will I need to change the policies and/or profiles or will 98 behave the same way as if the server were still NT? Will the users and groups remain the same and have the same path to their home folders, so no data loss? Also is it worth while upgrading to Win2003 without also upgrading the workstations to XP?
Will I see a great improvement with this upgrade?

Lots of questions, hope someone can help!
