If you have IE6 there are Security settings for each Zone which may be interfering with this procedure. Check out Tools/ Internet Options/ Advanced/ Security/ Custom Level/ Drag and Drop Or Copy and Paste Files.

Specifies how you want to handle potentially risky actions, files, programs, or downloads. Select one of the following:
To be prompted for approval before proceeding, click Prompt
.
To skip prompting and automatically refuse the action or download, click Disable.
To automatically proceed without prompting, click Enable.
Note: Some options do not provide a Prompt setting. Also, these options do not apply to FTP folders.

To add to linney's note, under the properties sheet for the start button:

right click a blank area of the Task Bar, Properties, Start Menu, Customize, Advanced, and click to enable drag and drop.

This effects a lot of your dragging and dropping abilities on the desktop and in Explorer.

Best.
