Moving directory structure and file permissions

Is it possible to:

1. Create folder structure/subfolders, etc on an external drive formatted NTFS
2. Move the newly created folder structure, including share and NTFS permissions to an computer formatted with NTFS

I would like to create a test structure and then move it to a live server with all permissions entact
