Moved PDC and PDC to different sites error logging into Shared Servers

We recently moved our Domain controlers and some of the member servers to a new location. I currently have the PDC and the Primary file server on site. When the user logs in and trys to map drives they are getting errors about server not available. I have checked and can ping the server by name at the command prompt. But when I try to put the server name at the run prompt I get the following "Remote Computer is not Available" This server is on the same subnet at the user. I can access the drive shares via the ip address and all works but what is wrong with the name.

Is WINS running?

Correct. If I drop to Dos I can ping the server by name but if I try to map the server by name I cannot. I can only map by IP address.
 
PING uses DNS lookups though, whereas mapping server's uses WINS and the Computer Browser service.

Did you change your IP subnet in the move? [auto] MCSE NT4/W2K
 
Yes, we do not use DNS for name resolution. We only use WINS, the users that are having problems have had a LMHOST and HOST file loaded in there system. Is there any way to clear the cache that is used for resolution lookup when then host files have been loaded. I have removed the host files but still get the errors.
