Move Local User Accounts & Passwords

I have a Windows 2000 Server, and want to move the LOCAL user accounts to another machine while retaining the existing passwords. How can this be achieved?

I found that adduser.exe works to copy users, but does not retain the passwords.

 
I don't think that's possible. Local user accounts contain a SID that is the combination of two pieces: the computer guid and a user guid. The computer guid will be different on another PC.
