Move authority from Domain Controller

I have three Active Directory domain controllers. The first holds the FMSO roles (DC1), the second is on a regular PC (DC2) and the third is on a server grade machine (DC3).

All of my computers look to DC2 (The PC) for their domain information. When you do a "net time" from a workstation it shows DC2 as the authority, when DC2 is down the Exchange server won't work, when a user logs in its to DC2. I would move this authority to another domain controller. Does anyone know how?
 
First, net time doesn't count, since it is not an accurate method of seeing which DC is providing time. W32tm is what is used for this.

Which of the DCs is a GC? DC2? Any of the others?
 
I'm sorry. I forgot to mention that all of them are GCs.
 
What server(s) are the clients and exchange server pointed to for DNS?
 
The clients and exchange server get DNS thru DC1 and DC3.
 
Setting aside exchange for the moment, if DC2 is down can clients log in? What does "set l" show for logonserver when DC2 is down?
 
I don't know. I can't bring DC2 down right now because of the exchange server otherwise I would try it now.
