Mouse problems with Windows 2000 and FPD2.6

I've been running Foxpro for DOS 2.6 and 2.5 on Windows 2000 Pro. Everythings seems to be working *except* control of the mouse. The mouse seems to be permenently stuck in an edit/highlight mode. Clicking the menu bar has no effect, and none of the objects which should respond (windows, edit cursor, etc) will not respond to the mouse clicks.
So...
Has any one else had this problem and is there a solution to it?
