Mouse Pointer Click Location 1

I recently changed my mouse arrow pointer from a regular arrow pointer to a tacky duplex scope/target pointer. My question is how do I change the location where items are clicked on from the upper left hand corner of the mouse pointer (where the tip of the mouse would be) to the center of the duplex target/scope pointer? (This could also be viewed as moving the center of the target to the location of the tip of a normal mouse arrow pointer).
 
As far as i know you cant. I think its coded in windows itself. You should look for a program to do this. Or edit the pointers themselves and move the whole image (pointer image) till its in the middle.
