Mouse and video causes lock-up. Help!

I am running Win2k Pro and I have all the latest drivers for my TV card, mouse, video card, etc. When I try to change the size of a window divider such as in Explorer the curser changes to the &quot;<->&quot; arrow and that is when the PC locks-up. Also when I open the TV application and try to move the window with the mouse, the PC locks-up.

Any ideas?? Please advise.
