Monitoring Processes

I am creating an application that will show a splash screen everytime a user launches an application.

Is there a way to monitor when a user creates a process, and retrieve the name of the executable file they launched?
 
Not likely. That would be a security hole.

But you could get a list of running processes (see the Process class) and compare that every few seconds to see if something new showed up. Of course, if the user goes to print something, that might be on the list too, as there may not be a way to tell the difference between interactive and non-interactive processes.
