Monitoring Exchange -- Current Queue Growth

We have E2K SP2
I'm trying to set up some monitoring using both the Win 2K Performance Monitor and the Monitoring and Status tools in Exchange System manager -- new job and I'm trying to get a handle on what's going on.

Using PerfMon/Processor/%Processor Time I'm getting spikes to 100 but an average of around 30% -- not bad.

Using perfMon\system\Processor queue length I'm getting queues averaging 4 with spikes to 15 -- ??

Why would my processor usage be low while my queue is high?

Also, using the monitoring and status tools my smtp queue is shown to be "growing" ever since the last server reboot, aprox 24 hours ago. This monitoring tool doesn't tell me how quickly the queue is growing, just that it's increasing in size. Examining the queue in Exchange System Manager shows a few messages in the queue, but definitely no constant growth.

Any ideas?

Are the two things I'm seeing related?
