Are you using a proxy server, or is everyone just going out the firewall and bypassing all of your servers for internet traffic?
If you have a 2000 or 2003 proxy server, then yes, I believe you can (I only have 2003 and I know how that one works, I think 2000 works somewhat the same).
Backing up what captaincrunch00 is saying, I am not aware how to do this without a proxy server. Unless of course you went to each users PC and looked at their Temporary Internet Files.
Your firewall may also log this if it has that option. We use Watchguards for our Internet access because they log all websites, etc. and provide a pretty good reporter feature. So check your firewall to see if it offers this.

Within IIS you can configure the site logs. The data format isn't the greatest. For parsing the file into a useable format I would recommend using Webtrends. However you CAN do it manually for free.
