What kind os PC is it hooked up to? Do you have another PC or monitor to swap out for isolation purposes? If so and the problem follows the PC then look for bulging capacitors on your motherboard. If the problem follows the monitor then most likely your monitor is bad.

Check hibernation mode on your computer for the settings on it could have been modified. Might not be it but always worth a shot of checking for personally that feature I myself find very annoying.
