Monitor, limit traffic with DHCP or something similiar.

I have a lab of 50 computers. I would like to limit each PC's available internet bandwidth, something like 1gb of download a day and block certain ports, like kaza, etc. I have a license for Windows Server 2003. Does anyone know of a product that will work well with the OS?

I doubt that anyone has published a GOOD packet monitoring/filtering app for 2003 yet. Also, I think you could block and limit network traffic with Proxy Server 2.0 or ISA. Do you have a good firewall, router, or managed switch availible to you? With either one, you should be able to block port numbers and limit connections.

If you want to limit downloading per day by bandwidth, you might have to get in touch with your ISP, but I'm not sure they'll be able to help with such an odd request.
 
To limit programs, like Kazaa, you can use Group Policy. If you create a Domain, and have all the computers joined to it. Edit the Default Domain Policy-> User Configuration -> Admin Templates-> System. Don't Run Specified Windows Applications. Add it there, and it will be unable to be started.
As far as the bandwidth issue, you can look at something like the packetshaper. Though, I don't know if it can be used to specify per machine bandwidth.
