I assume by the age that it is a large CRT monitor, not a TFT LCD flat screen...sounds like the tube is going, or the flyback transformer. You might be able to get it fixed but that's doubtful, as the labor would cost as much a new flat screen and then some, plus you would need to find a TV repairman (remember those guys???). A PC shop would probably give you the same advice.
