How can I change say a named link's background or make bold via a script call like a mouse over another area?

Not to sound ungrateful, but that is a bit of a simplistic answer, I have read a fair amount about CSS and have used them some to format my links, however I can't seem to find any reference to modifing them on a mouse over from another page element so I was prompted to seek help in this forum.

I've not even seen this done on any sites I've visted or I could look at the source and get an idea of where to go.
