modems don't hungup on AS5300

I have an E1 connected to an AS5300. The problem is when I do show controller e1 0 timeslots 1-31, all the lines are idle. Then after that they start to display "connected" until all of them are used and clients start complaining about a busy line. I have to manually go into the RAS and issue a "shutdown" then a "no sutdown" commands to free all the lines again. I have no idea why is this happening. Please help if you had exposure to this problem before.

is there a command to issue to disconnect the remore client modem when the his/her session is done?
