Modem hangs up when swiching Users

Hello. I use a Modem to connect to the internet. When I was to log off and swich to another user name, the computer hangs up the modem. Is there any way I could prevent that?

Reason:
Everytime I connect it cost me 25 cents. We usually swich users many times a day and having to reconnet and end up paying around MIN $2 a day. Which is $14 a week and $728 a year. Could of bought a few more licences of Windows 2000! ehhehh.

There is no way to prevent your modem from hanging up. Because every time you log out all services are stop. Including the COM+ service.

This is disappointing. I guess it’s probably due to the security settings. Anyway I could turn that off?
