This depends on the switch platform... The Catalyst 4500 with Sup2+ or better supports QoS policies attached to the SVI interfaces as does the 6500 running IOS with a Sup32 or Sup720. The stackable switches (3560 & 3750) that support this command confuse things as they use Hierarchical Policy Maps on SVI interfaces...
