You can create distribution lists that can include all users.
I'm assuming your term "Blast" is what I understand as "Broadcast"

About Distribution Lists

Overview
A Distribution List allows mailbox subscribers to send messages to several people at one time.
There are two types of distribution lists: personal lists and global lists. Personal lists are set up by individual subscribers for their own use. Global lists are for use by all subscribers and are set up using the Distributions List form. Only the system administrator can set up or change the global lists. Up to 49 global lists (001-049) can be created. [highlight #FCE94F]A fiftieth list (000) is already set up[/highlight] to broadcast messages to every local mailbox.
Users can create up to 10 personal lists (050-059).
Each distribution list can have up to 750 contacts.

To create a new distribution list or to add mailbox numbers to an existing list:
Access the Administrator's Mailbox.
Press [7] for the Distribution Lists menu.
Enter a three-digit distribution list number from 001 to 049.
Press [1] to add mailbox numbers to this list.
After each mailbox number, the system confirms that the number has been added.
Continue to add mailbox numbers until all are entered.
If you enter a mailbox number that already exists, the system tells you the number is a duplicate but does not enter the number twice.
Press [#] when you enter the last mailbox number to stop adding.

I'm just now getting around to testing a distribution list and it's not working the way I imagined it. I've set up distribution list 004 with one member, 901. When I first programmed 901, I set the mailbox up as an Extension. I was able to send a message, using the distribution list, from mailbox 903 to 901. I then realized that the mailbox types in my distribution list will be set up as Guest mailboxes. I changed 901s mailbox type from Extension to Guest. I tried sending a message from 903 to 901 via the distribution list but it failed.
What happens is that after logging into voice mailbox 903, selecting M to send a message; selecting distribution list 004, then pressing the # key to continue, I get a message stating Request Cancelled. If 903s mailbox type is set to Extension, I can send a message to it via the distribution list. Can you not send blast messages to Guest mailbox types using distribution lists?

I cannot find anything in the helpfiles that explicitly says Guest mailboxes are exempt from Distribution list function.
That being said, it doesn't surprise me.
