Missing Top & Bottom Margins in MS Word 2003

I always use MS Word 2003 in "print layout" view so I can see what the document will look like including all margins. The problem is that whenever I create a new document, the top & bottom margins do not appear in print layout view. When I "print preview" they are there, but when I close the preview window it goes back to not showing the top & bottom margin. The only way I have found to make them appear is to "view" "headers & footers" and then close it. After that, the top & bottom margins appear. Once I save the document, the top & bottom margins appear thereafter, however the next new document will still be a problem. My default template (normal.dot) includes the top & bottom margins. Can anyone offer a fix?
 

Go to Tools > Options > View (tab) > Print and Web layout options (section) and check "White space between pages (Print view only)"

Or hover the mouse around the very top or bottom of a page until the pointer changes to a little image of the gap between two pages with a tooltip of "Show White Space" and click.
