Missing Toolbars

Hello, I hope I am in the right place.. I just started working with Office XP Developer. I have an Access database that I have developed over the past year. The problem is that when I used the packaging wizard and packaged the DB the main menubar is the only one left in the App. I can click on add new buttons and create new toolbars however I cannot use any prebuilt ones(grayed out) so it's not a total loss. How do I retain the default tool bars when I Package my App. so that it retains the same look and feel as an .mdb or an .mde file.(no difference)
One thing is that I packaged with Office Runtime, if that is an issue. PC still has Office XP on it though.
