Missing "User Defined Functions" on Sql 2k Server??

This one has my mystified. We have several servers hosting SQL Server. All are either new 2k installs or 2k upgrades. Our programmer here was trying to create a User Defined function on a db in Query Analyzer on one of the servers. Errors abound! When she brought it to me, we started looking at the db and noticed that there was no "User Defined Functions" area just below the "User Defined Data-Types" area??? I switched to a different server and lo and behold, there was "User Defined Functions". We copied her code in and poof, success. Problem is, it needs to reside on the other server!! I checked in the Master db and sure enough, there is no option for User Defined Functions.

Stumped. HELP!!
 
Did you check 7.0 compatibility by any chance when you were installing this server/DB?

Database-->Properties-->Options-->Level.... choose compatibility Level 80

Either the database was setup as 7.0 compatibility or it wasn't changed after the upgrade.
