Missing email

Lately I have been having problem with my email. I have
Win98 and Netscape on by Dell machine. There has been
notification that x number of emails are coming in and
sometimes I get one and other times none. It says I have
23 emails in my inbox but only shows 3. Has anyone else
had this problem?
