Missing buttons when I create users

Hi all!
I have a Windows NT Server 4.0 SP6 installed and I tried to restrict hours to logon to some users.
But when I create an user, buttons "Hours", "Logon To" and "Account" doesn´t appear!
Someone knows why?
If I try to create an user using the Wizard (Adminstrative Wizards), then all options of restriction are available.
But in my case all users are already created and I just want to restrict logon hours...
