Missing blue side bar

Hi,

The blue side bar that usually appears when you have windows open is no longer there. I don't know what happened to it. Does anyone know how to get it back?

In case it's not clear, the blue bar I'm referring to is the one that has all the quick tasks that you can do such as View Network Connections and stuff.

Please specify. This bar, is it the one on the desktop? the bar while the os is loading?

If it's the one on the desktop. Go to Start\settings\taskbar and start menu\make sure you have always on top and it's not in auto hide

That's ok.. I've already solved the problem. The bar I'm referring to is the Common Tasks bar.
