Ok I need to grant someone access to fill in AD info. Such as cell phones, office phones, etc. So that it show up in exchange with detailed information. What are the minimum permissions I would need to give a user to add/edit AD user info?
 
Delegate control for the OU you want the person to be able to modify. Run the Delgate Control Wizard and it walks you through the process. Right Click on the OU and then click Delegate Control. If using exchange make sure the user either has access to the exchange server to add accounts or has the Users and Computers Exchange snap-in installed. Otherwise they won't be able to add/modify email accounts.

thanks for the help. what if i wanted the user to do the entire company. We are a small place 120 users with about 8 different OU's.
 
Delegate control at the domain level or on each individual Parent OU. You only have 8 so it is feasible to do it that way.
