Migration from one Exchange 2000 box to another?

I have two active directory forests that both have exchange 2000 installed. I need to get all the mailboxes, public folders, users, and contacts from one active directory to the other. Is there a way to do this? I have looked at 3rd party software but have not found one that will do 2000/active directory-2000/active directory anyone have an idea? You can't do replication since both are in different sites. All other tools I found are for migrating from 5.5-2000.
 
I would just exmerge the mailboxes out of the old and into the new server.

For public folders, you could export them all to a PST file through Outlook and reimport to the new server; though this won't save the permissions.
