Migrating Web Services

Host Computer: NT 4.0, IIS 4.0
Target Computer: Windows Server 2000, IIS 5.0

What tool other then IIS export would help in migrating data that equals up to about 13 gigs of data. The application hopefully is free of charge and very reliable. Any input is apprecated on how to do this.
