Migrating to new server and changing security levels 1

I have installed 5.0.6a on a new server and selected improved security. I would like to copy over all of the user accounts from a 5.0.5 server which is running traditional security. What is the best way to accomplish this? Should I change the security on the 5.0.6a server to be traditional and copy over the passwd, shadow, and group files, and then change the security to improved?

Use "ap" to produce and restore account profiles.
