MICS 4.1 T1 No Dial Tone 1

I have a Norstar MICS 4.1 that has lost Dial Tone on outgoing long distance T1. The provider (AT&T) screwed up and disconnected the circuit by mistake. They said the system showed the circuit no longer in use so they deleted the translations and the programming. Since rebuilding it they no longer supply dial tone and said they can't since it is set to wink start. They are now stating we must have always been providing the dial tone. Nothing has been changed in system programming in the MICS. I'm at a loss.
Can the Norstar provide dial tone on a T1 (Not PRI)?

 
newer software supplies a dialtone"maybe 6.1"..older did not..whats the big deal if it works
 
Thanks Lugerlover, Thats what I found after reading all the post. Which means Telco was supplying the DT. Now they say they can't. As for your comment about "as long as it works" I agree. But you know how customers can be.
 
Personally I think who ever you spoke with at AT&T is blowing smoke. Because someone there is just lazy. I've had plan old T1's from multiple carries including AT&T and they all supplied the dial tone. And yes they were Wink Start , good luck and let us know what happens.
 
Years ago when we switched from Cable & Wireless to AT&T we were told that AT&T flat-out did not provide dial tone on T1 channels. Period. End of story. We got used to it. Your mileage may vary.

I think Lugerlover is correct about 6.1 supplying something Norstar calls "second dial tone."

NO DIALTONE ONLY APPLIES TO ISDN PRI

A few (well, 8) years ago, I subbed out to install T-1's and PRI's for a CLEC in Birmingham, AL.

By default, we provided dial tone on all T-1's, but not on PRI's. I'm sure ATT can provide you dial tone, but good luck getting them to. Usually when something differs from their standard, they say they can't do it.
