MICS 4.1 not disconnecting on call forwarding

I have a MICS 4.1 with T1 PRI's. I had the phone company(not A&AT) to monitor a DID when I call forward it to AT&T cell number. He saw the 10 digits going out and told me that the system was not disconnecting.-- When it is forwarded to a AT&T cell it will give a quick ring(sometimes) and goes into a busy when the DID is called all the time. I can forward it to other numbers(land lines)with the same area codes and it will forward and no busy on DID when called. I have other 4.1 systems and I forwarded to a AT&A cell no problem. They changed providers in March to fix their problem--but no fix-- I have never seen this problem. What can it be????
 
Sounds like the problem is between your PRI service provided and the AT&T cell network.

What do you mean by the system is not disconnecting?
The call is tandeming through the Norstar, so its going to tie up two channels of your PRI ... one inbound and one outbound. It won't disconnect until one end hangs up. There is no disconnect supervision on PRI, it is controlled by D channel messaging.

When he was montering he did see my 10 digits going out to the cell number.He said it was his problem. Three days later he called and said that the system was not disconnecting. Things I have tried, is I forward it to my work number which is forwarded to a AT&T cell it did the same thing. I forward it to my 2 line, no problem. I can for it to long distance numbers, no problem. I forwarded it to a sprint cell, to problem.
When someone calls into the company main number, she can transfer it to that extention that is forward to a AT&T cell and it will go to the cell, no problem.
But the provider says it my problem.
 
The provider(Logic) just did a test call from their switch forwarding x1234 to an AT&T cell and the call went threw to the cell. Extention x1234 is forward to the same cell on the phone system it gives is a fast busy. Where should I look now? Thanks

I am confused if you have a disconnect issue or a forward issue....they are two different items/issues and not related.

SupportDude already explained the disconnect issue.

Are you trying to simply ask why is it all phones can forward to this one particular cell number but this one phone cannot?

I'm still not understanding the disconnect portion of this problem myself.
Why would Telco say its not disconnecting?

Bottom line ... if you can forward to local, LD, Sprint, etc., you should be able to forward to AT&T.
I have seen some networks decline/deny a call if there was no CLID associated. Do you have your OLI configured on the set you are forwarding from?

All of the phones has the problem of call forward to AT&T cell numbers. It is not just one phone and one cell numbers. I can call forward the phones to sprint cells and to all land lines. When you call the DID#'s and it is forwarded to an AT&T cell it gives a fast busy signal. Logics did a test and told me that it showed on their switch--Normal call clearing--that my MICS is holding it up and therefore the fast busy. I don't know what to look for to fix there problem. So I don't know if is it the MICS. What should I do on my end to fix this? Thanks

It may not be 30 seconds. I dial the number and count to 5 or 6 and get busy. Thanks
 
What is a T310 timer issue? Is it in the MICS?
 
The T310 timer is part of the ISDN-Q931 protocol.

When a call is made/received over PRI several pieces of information are exchanged between all the switches involved.

On an outbound call, like the forward, the T310 starts when Telco sends the Norstar a CALL PROC message. The timer stops when the Norstar receives an ALERT, CONN, DISC or PROGRESS message. If the Norstar does not receive any of these messages within 10 seconds, the call is cleared.

Your forwarded calls have two legs, one inbound and one outbound. Each leg will have an associated T310 timer.

Is this a real PRI, or is it a SIP circuit to a Adtran or something that breaks it out to a PRI for the Norstar?

I checked with Logic's and it is a REAL PRI.
