Microsoft Outlook - Parts Missing

I have a Windows 2000 machine that I have tried to install Outlook on and set it up to hit the Exchange server. For some reason it is in Internet Only mode and the options and tabs that I need to get to in order to change that are gone. I have noticed that Mail in the control panel is missing too. I have uninstalled and re-installed 3 times. What's wrong here?

did you do a custum install and make sure everything is runing from the local drive?
