Microsoft office reinstalling

when I take one of my users off of administrator of there local pc microsoft office tries reinstalling. I have reinstalled under an adminstrator account thinking this would be a possible solution yet the only thing that works is giving the user admin rights to there local machine. I need to avoid doing this as with spyware and everything else running rampant there needs to be more control over the user. I have a network of aproximately 150 users and only a few have problems with it reinstalling. Thank you for any help you all can provide me as I'm pulling my hair out

Are your operating systems Windows XP? If they are would it be possible to log in as the user and attempt to reinstall Office using the right click run as administrator option?
