Microsoft Dialer not inserting a 1

On a manual basis, the microsoft dialer Ver 1.50 that came with XP is not inserting a 1 in front of area code when area code is outside of my area code. If I include 1 1 in front of area code, call completes. I have specified my area code and to insert a 1 when accessing an outside line in the modem and phone setup. I have another pgm that needs to access the dialer is why I need to get it working on a manual basis first.
 
As the telephone system has become so clogged with numbers in my area of Maryland I need to dial an area code with every local number.

So I have the opposite problem, I get either always get a 1 I do not need, or the area code is not pre-pended to the number.

The simple remedy for both our problems is to specify the full number you want Windows to dial exactly as you would punch if dialing from a phone. And tell Windows to not add any area code or access prefixes to the numbers.
 
Thanks for your input and what you recommend will work, but I am looking for a technical solution to the phone dialer so I do not have to add a 1 to all of my numbers in my database.
 
Well, the official way will work if you create Area Code rules for every area code you are going to dial. (Control Panel, Modem, Area Code Rules).

Try this workaround, specify your local area code. Then tell it to access an outside line when dialing long distance it needs to insert a 1 to get an outisde line.
