What do you mean by macros? Do you want to automate use of particular software, in which case its own macro language is often the best approach.
For scripting within the operating system, the Windows batch files or Windows Scripting Shell scripts are often the best approach.

In our office we use businee specific applications and have a program called "MG Simplify" which creates macro's for applications in a Window NT enviroment, I am looking for an instruction guide on how to program Macro's using this application.
It includes an instruction guide for how to create and play back macros.
Note that it seems to be a recorder (ie it records what the user does on their PC) and it plays actions back, so the way to program macros for it is to record what you want to do. I am not sure if the files are user editable, but as I haven't found anything about it on the web I assume not.
