Messages Pending Submission

I have over 6700 messages pending submission. Several of them appear to be from legitimate email addresses. Most of them look like junk. How do I get rid of these? I tried deleting a some, but the count quickly goes back up. What is causing this and is this normal?

The only time that I have seen this happen is when the exchage store service was turned off. Ensure that the store service is up and running or even restart the service to be on the safe side.

Well I found out that I may have been under a "Reverse NDR Attack" (google it for description and solution). I basically followed some instructions to modify the SMTP connector to dump what appeared to be only messages from my domain into another connector; delete the spam messages in the message submissions queue etc.
